IPART is an independent body that oversees regulation in the water, gas, electricity and public transport industries in NSW. IPART has six core functions, which are conferred by legislation and codes and access regimes established by legislation. These functions are to: - set maximum prices for monopoly services provided by government agencies in NSW (including water and public transport) - regulate revenues or prices of electricity networks under the National Electricity Code and electricity legislation - regulate natural gas pricing and third party access to gas networks - administer licensing or authorisation of water, electricity and gas businesses, and monitor compliance with licence conditions - register agreements for access to public infrastructure assets and arbitrate disputes about these agreements - investigate complaints about competitive neutrality referred by the government. |
NSW Greenhouse Gas Abatement Scheme
The New South Wales Government's greenhouse gas abatement scheme establishes a State electricity sector benchmark and individual participant benchmarks for the reduction of greenhouse gas emissions. These reductions are to be met by: - electricity retail suppliers - electricity customers taking supply - directly from the National Electricity Market - generators with contracts to supply electricity directly to customers - certain other persons who consume large - volumes of electricity in NSW and can elect to participate in the scheme. Energie-Cités is an association of European local authorities, mainly municipalities One of the aims of the association is to provide its members with information on the promotion of sustainable local energy policies. The network extends over 20 European countries and includes about 100 municipalities, the majority having between 100,000 and 300,000 inhabitants. Energie-Cités was created in 1990 by several European Union municipalities involved in a community funded project. Formally constituted as an association in 1994, Energie-Cités includes municipalities and inter-municipal structures, local energy management agencies, municipal companies and groups of municipalities as members. The association is run by a Board composed of 11 municipalities. Based in Besançon (France) and represented in Brussels, Energie-Cités provides expert advice to municipalities, associations of cities, ministries, European institutions and private partners. The association is involved in a number of national and European projects and provides assistance in defining energy strategies. |

The site introduces building owners and managers to international use of the Energy Star Benchmarking Tool, giving them the ability to measure the total energy consumption of a building in terms of how it compares to similar buildings. Benchmarking is an excellent complement to existing green buildings projects. Benchmarking can also be the foundation of an internal energy management program.
