About the webinar:
For decades energy savings are estimated, while only the last decade harmonisation and (international) standardisation started. This webinar will provide an overview on the harmonisation of energy savings calculation in Europa (the top-down and bottom-up approach) and in the USA (Uniform Methods Project) and the standards developed by the European Standardisation Organisation CEN and the International Standardisation Organisation (ISO).

The core of the webinar will be the experiences from work conducted by experts from the USA, France Spain, Norway, The Netherlands, South Korea and Switzerland. The experts agreed on key elements to document the formula and the input data for calculating annual energy savings and related greenhouse gas emissions. The experts applied these key elements to energy savings programs in their country. A selection from these case applications will be presented.

Harry Vreuls (58 year) is employed by the Netherlands Enterprise Agency (RVO.nl) and has a long experience in monitoring and evaluation of energy efficiency programmes, national and international. In the 1990s he was involved in the development and implementation of a monitoring system for the energy efficiency programmes management by the Dutch Energy Agency. He also participated in the team preparing European ex-post evaluation guidebooks and was project manager for the IEA DSM Agreement dealing with the international database on energy efficiency programmes (INDEEP) and analysis of these programmes.

In the 200s he developed with a team of national experts within the IEA DSM Agreement the evaluation guidebook for energy efficiency and DSM programme and was involved in the development of the European system for estimating and reporting energy efficiency impacts in national programmes within the framework of the European Energy Services Directive (ESD) and managed within the EU EMEEES project the bottom-up energy saving calculations. In the late 2000s and early 2010s he was responsible for the development of the European Standard on Energy Efficiency bottom-up calculations as well as the IEA DSM Agreement project on harmonisation of energy savings calculations.
